I have a problem with the Hand Brake on a Leyland DAF Roadrunner?

I have just bought a 1986 Recovery Truck.

Everything seems ok apart from the hand brake.

It does not stop in the upright position most of the time.

If I spin the collar around a bit sometimes it stays locked

Sounds to me like a problem in the mechanism.
