I bought used a VW Beetle with 90,000 miles for 4500 dlls. Great aesthetic condition.
Test drove it. Acceleration felt fine. Transmission shifts good, etc. Dealer gave me 2000 mile warranty on engine and tranny, so I thought it was a fair deal.
The tensioner retains pressure on the belt at all times. Engine running or off. The tensioner is shot and I bet the belt is bad. Change both. The water pump is in proximity to the belt/tensioner so it is a good idea to replace it as the original pump
